Enhancements

On Create Task page, the select standards and verifiers panel is repositioned underneath the Select Domain(s) panel (thus making it easier for users to select relevant standards).
The default standards selection is changed to ISO 32000-1:2008, PDF/UA 1.0 (ISO 14289-1), and WCAG 2.1. If the user selects different standards, the selection will be saved as the default for the created task.
In HHS (2018 regulations), the Disable Dictionary Check is now checked by default, thus improving performance.
